Several guesses have been made as to the identity of the cover artists. The current educated best guess of HS/HW/JV is that Joe Doolin did the background scene and Jack Kamen (or another Iger Shop artist) drew the Tiger Girl figure which was finished by an unknown Iger Shop inker.

It seems that this is the initial Iger effort on Senorita Rita and the anonymous penciler (slight chance it might be Maurice Whitman) has done his/her best to imitate the style of Bob Lubbers - who hadn't drawn the strip for nearly two years.
