The 1977 date given in the indicia is a joke, part of a running gag that all issues of Goofy Funnies were originally produced in the 1970s.
The 2.95 CAD cover price is incorrect, because the cover was drawn several years before the comic was published. The actual price has always been 4.00 CAD. This is not a big problem, because this issue has only been sold via mail order.
