This issue is a variant of Four Color (Dell, 1942 series) #776 - Johnny Mack Brown.
Inside front cover. Originally featured as Foreword,... and with ? (photo), but this is only a text article about Tom Smith with a drawing most probably by Sparky Moore when looking at the face and legs of the man. At the bottom of the page is the issue info for #776.
Ziegler is credited on JMB by Jerry Bails' Who's Who, and is unique in his art. Cowboys in sleeveless shirts, faces with bushy black eyebrows and long pointed noses, likewise bushy sideburns, ears with a black S or Z, and some heavy inking. Never to be confused with any other artist.
Dan Spiegle is credited on pencils on JMB by Jerry Bails' Who's Who, and can be spotted by his variety of faces, some with potato noses, and often short, stout figures. Not quite certain about inking, but it seems a bit like Ziegler's heavy brushlines.
