Synopsis
A criminal organization run by Mr. Velvet starts investigating its members to find out who is tipping off the police to their crimes. However, when they don't have any success, Mr. Velvet has Robin kidnapped and forces Batman to become the crime committee's new chief investigator to uncover the traitors.
