This issue is a special reprint of material from Detective Comics #33, 34 and 38 (November 1939, December 1939 and April 1940, respectively) and the compilation was copyright 1995 by DC Comics (per the issue's indicia). Is was published to be used as a free giveaway incentive for the sale of the movie "Batman Forever" by Blockbuster Video in late 1995. Similar to later Toys'R' Us giveaway.

Synopsis
Dick Grayson watches his parents die and overhears the killers confessing the point, and he decides to tip off the Police.
